Steve Perry’s influence in the telecommunications and technology sectors earned the veteran Republican lobbyist leadership roles in the passage of numerous major laws ranging from the Telecommunications Act of 1996 to the Middle Class Tax Relief and Job Creation Act of 2012 to the Infrastructure Investment and Jobs Act of 2021.

Given his wide-ranging advocacy in satellite, broadband, wireless, broadcasting, cable, copyright, spectrum, chips, and Internet policy, Steve’s presence is felt all over Capitol Hill.  He specializes in the House and Senate Commerce and Judiciary Committees, as well as the House Science, Space & Technology Committee.

Steve began his legislative career with the late Senator John Heinz (R-PA). Steve subsequently lobbied for a series of global communications companies. He joined with the late Dan Dutko to create Dutko and Associates, one of the premier independent bipartisan lobbying shops in Washington. Steve eventually served as President and CEO of Dutko and in senior roles at Grayling, which acquired Dutko in 2009. In 2017, Steve and his longtime business partner, Kim Bayliss, split off to form Perry Bayliss Government Relations.

Steve is a 1980 graduate of Harvard College and holds a Master’s Degree from George Washington University. He and his spouse of more than 35 years (Nancy Powers Perry) are the proud parents of two sons, and have a cherished daughter-in-law and grandson.
